Sheff Wed Faces Serious Challenges, States Football Regulator

'We will play a key role in football's future' - newly appointed regulator the regulator's chair

The team's persistent issues represent a a "significant problem" and the football regulator is seeking powers to examine team situations in such situations, its new chair the official has stated.

In a wide-ranging interview, the regulator, who was recently selected, voiced concern towards supporters of the Owls.

Kogan met with four fan organizations connected to the football team recently.

The Championship side have been experiencing difficulties in multiple areas in the current year, with the club missing wage payments on five separate occasions, including in the autumn.

"Obviously the club has become a serious issue for football authorities and a substantial concern for English football," the chairman stated.

"The club represents one of the historic institutions for the English game and in recent days we have met supporters' organizations.

"We're now looking to get powers... which will permit us to bring the club and similar situations referred to us if they need to be investigated and acted upon."

Financial Struggles and Leadership Concerns

Wednesday's embattled owner the Thai businessman indicated in the summer he would be willing to sell up at Hillsborough, but he has failed to complete a sale with prospective buyers.

Missed wage deadlines on time in March and May caused limitations by the football authorities in mid-year, preventing the club from carrying out any transfers or loans for the subsequent signing windows, although those limitations were removed in late summer.

Official's Viewpoint

Kogan said: "The job [of the regulator] is there for the supporters of Wednesday, other clubs in similar situations where people are committed to a regional establishment that has existed throughout their lifetimes in numerous instances.

"I have absolute sympathy for the team's plight, as I do for every team that since 1992 have gone to the wall, or approached financial ruin, for reasons that have nothing to do with the supporters."

When asked if the oversight body could require an owner to sell a club if they are deemed unsuitable, the chairman responded: "Should the inquiry concern 'would we intervene in the final instance?', the reply is once we collect the information and comprehend the circumstances, we will."

But the regulator clarified that compelling proprietors to divest clubs would be viewed as the ultimate measure and the oversight body would choose to collaborate with owners.

"The final option we would consider is commence engagement with an individual club, an specific proprietor, without having the opportunity to collaborate with that chairman to fix the challenges confronting the team and the proprietor's dealing with," Kogan said.

"However, realistically, when you look back over the history of football, over the past few decades there have been particular chairmen, few in number, but particular people who have shown negligence in the approach they have taken toward their clubs and ultimately don't wish to take responsibility for the coming years."

'Errors may undo substantial development'

The chairman convened with delegates from multiple organizations to detail the scope of the regulator on Wednesday and stated it constituted a "progressive gathering" with a "significant participation" from the lower divisions to the top flight.

"It's a job that's actually really important, because if we get it wrong, if the football community fails, the remarkable development accomplished necessary will vanish rapidly," the chairman stated.

"This represents everyone's worst fear in the realm of domestic football is a huge success story - we've got to keep it going.

"Considerable investment coming into football and has come into football for the last 20 or 25 years, because there's no guarantee it will persist in entering the game, which is among the factors explaining I think we have to take a really clear view on risk and of course, of the next two or three years."

Top Flight Apprehensions

The Premier League opposed the formation of an authority because of concerns about detrimental effects on the elite division's competitive balance, but Kogan said: "I fully support the success and growth as an economic entity of the elite league.

"I of all people understand the apprehension regarding damaging the Premier League as a premium product of the nation. But at the same time, if you engage with division representatives after the recent gathering, they would have had a high level of reassurance -and, in fact, they have been telling us in private they have a high level of reassurance."

Ideological Links

Kogan is still facing a "full inquiry" by the official appointments authority after he acknowledged providing funds to the political party in recent years.

The chairman provided financial support for government minister Lisa Nandy's leadership campaign, along with that of the government leader.

"I've been completely open about my former ideological connection [with Labour], and that political affiliation came to an end the day the official body endorsed my nomination," the regulator explained.

"I am no longer involved in any type of partisan engagement."
